Job Description : This position is full-time and eligible for County benefits. Additional information can be found under the “Benefits” tab.*_CHARACTERISTICS OF THE CLASS**: _*Under the general direction of the County Auditor-Treasurer, department supervisory staff, or their designee, performs a variety of highly responsible administrative and clerical duties in the areas of licensing, property records, property taxation, accounting, payroll, passports and elections. Performs related work as assigned. Work is performed in an office setting.Examples of DutiesEXAMPLES OF DUTIES: The following are illustrative and are not intended to be all inclusive or restrictive.Processes driver’s license and Minnesota ID card applications.Processes passport applications as an agent of the U.S. Department of State.Collects and records property tax payments.Receives and responds to department telephone inquiries and directs calls to other staff as appropriate.Performs data entry or clerical tasks in support of Auditor-Treasurer department functions including property taxation, property records, payroll, accounting, and elections.Provides general and technical information in person and by telephone.Performs cashier functions for payments received by the department.Processes and reviews property transactions on legal documents for accuracy and completeness.Reconciles and completes driver’s license reports to State of Minnesota.Prepares county funds for bank deposit.Processes business and occupational licenses and permits including auctioneer, transient merchant, and liquor licenses.Assists with election activities including absentee voting, equipment testing, and election judge training.Performs department clerical tasks including preparation of outgoing mail, filing, scanning, and ordering supplies.Handles large sums of money for receipt and disbursement.QualificationsREQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Any combination of training and experience providing the following knowledge, skills, and abilities.Knowledge of modern office practices, procedures, and equipment.Knowledge and work experience on computers including spreadsheet and word processing applications.Knowledge of data privacy practices and procedures and ability to maintain confidential documents and information.Skilled in high volume, face-to-face customer service and communications.Ability to complete assigned work with accuracy and strong attention to detail.Ability to understand, follow, and communicate written and oral instructions.Ability to read a manual and apply its procedures to a work situation.Ability to work without close supervision.Ability to collect and organize data and convert to written reports.Knowledge of County policies and ability to apply them to assigned work.Knowledge of state laws, policies, and procedures related to driver’s licenses and identification cards or knowledge of federal laws, policies, and procedures related to passports.Knowledge of software systems and applications used in the Auditor-Treasurer department.Ability to accurately perform cashier functions, operate a cash register, and make correct change.Ability to analyze data for inquiries and reporting purposes.Ability to maintain regular and timely work attendance.MINIMUM QUALIFICATIONS: Associates degree in a business-related field OR at least three years of professional work experience of a similar nature and scope of responsibility.Minimum of one year of professional work experience of a similar nature and scope of responsibility.U.S. Department of State requirements for passport acceptance agents and State of Minnesota requirements for driver’s license agents.*PREFERRED QUALIFICATIONS: *Bachelor’s degree in a business-related field.Intermediate proficiency in Microsoft programs.Previous experience in a County Auditor or County Treasurer Department.Demonstrated accuracy and attention to detail.PHYSICAL DEMANDS AND WORKING ENVIRONMENT: The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Veterans Preference will be applied in accordance with Minnesota law. A score of 80 or better is necessary to continue in the process. A top group of qualified applicants will be invited to the interview process.Final appointment is contingent upon the applicant passing a background investigation including a criminal history search. Costs of the background will be paid for by Isanti County.Part-time non-benefited employees receive all legally mandated benefits such as worker’s compensation insurance and Social Security. All regular part time employees shall earn benefits (including sick and vacation leave) on a pro-rated basis in direct relationship of actual hours worked to a forty (40) hour week. Part-time employees will also participate in PERA (Public Employees Retirement Association of Minnesota).
